New Property Tax Schedule in Foxborough

Foxborough's Financial Director Randy Scollins and Revenue Officer Lisa Sinkus reminded residents about the details concerning the new quarterly tax bill.

Residents of Foxborough recently received their quarterly tax bill in the mail. Foxborough's Financial Director Randy Scollins and Lisa Sinkus, Revenue Officer, gave a short presentation at the board of selectmen meeting Tuesday night to review the details on the quarterly tax bill. 

Sinkus reminded residents about the online payment option, which allows users to set a reminder for the next payment. 

Scollins stepped in to help answer the question as to why there is a new tax bill payment cycle in Foxborough.

"[The town adopted this] to allow the assessors office a proper amount of time to capture the new growth that gets generated in the community between January 1 and June 30," said Scollins. "We have joined the majority of the state to move to the civilize quarterly  tax bill cycle and it also helps with the towns cash flow."

The system is set to affect Foxborough resident's real estate and personal property tax bills starting with Fiscal Year 2012. (July 1, 2011 - June 30, 2012).

Under the quarterly tax payment system, residents will be sent a preliminary tax bill by July 1st. This tax will be based on the adjusted net tax owed on your property for the prior fiscal year (including any betterments, special assessments and other charges added to the tax) and as a general rule will be approximately half (50%) of that amount.

The preliminary tax can be paid in two equal installments. The first payment is due on August 1 and your second payment is due on Nov. 1.

Residents actual tax bill will be sent on or about Dec. 31. This bill will show the
assessed valuation of your property, the tax rate and the amount of the property taxes owed for the fiscal year, including any betterments, special assessments or other charges that added to the tax.

The actual tax bill will also show the amount of the preliminary tax billed earlier as a credit against the actual tax for the year.

Residents will only receive two mailings. The first mailing, the preliminary tax sent by June 30, will contain a three part form with two coupons and a taxpayer copy.

Each coupon is the remittance copy for each preliminary tax installment due August 1st and November 1st.

The second mailing, the actual tax sent by Dec. 31, will also contain a three part form with two coupons and a taxpayer copy.

If residents current taxes are paid by a mortgage company/bank, residents are urged to contact their mortgage company or bank to inform them that the taxes should be paid quarterly. Mass General Laws states that it is the property owner’s responsibility to make sure the real estate bill has been received, as well as forwarded to the mortgage company prior to the due date.
