What is going on with the Foxfield Plaza? Rumors have begun swirling around town of a new grocery store moving into the plaza near the Mansfield town line - the same location where Big Y was supposed to be developed before plans fell through - but nothing has been confirmed by town officials or the property's landlord, Harvey Smith. Foxborough Town Manager Kevin Paicos confirmed to Foxborough Patch last week there is a developer interested in buying the Foxfield Plaza but wouldn't say, per an agreement with the potential buyer, who the developers are or what the development will be. Foxborough Town Manager Kevin Paicos will make $151,286.40 in fiscal year 2014 after the town’s Board of Selectmen awarded him with a 2 percent increase Tuesday.
After two years of no salary increases, Foxborough Town Manager Kevin Paicos is getting a raise. The town’s Board of Selectmen voted unanimously Tuesday to give the third-year town manager a 2 percent increase, which will net Paicos a salary of $151,286.40 in fiscal year 2014 – effective July 1. Selectmen determined Paicos’ performance in FY13 met the board’s expectations and on Tuesday, decided that performance warranted a 2 percent increase in salary. Tuesday’s salary review was the third component in the review process of the town manager’s performance, as required by his contract. Foxborough’s Board of Selectmen will continue its review of Town Manager Kevin Paicos with a discussion of his salary on Tuesday, May 7th.
Foxborough’s Board of Selectmen delayed its review of Town Manager Kevin Paicos’ salary until the May 7th meeting because all the members were not on the “same page” at least week’s meeting. “I didn’t expect - and wasn’t prepared - to discuss [Paicos’ salary at the April 23rd meeting],” said Selectmen vice chair Mark Sullivan. “But it’s up to the board if they want to continue the conversation I can jump in but I didn’t expect to see this.” While the other four members were prepared to discuss Paicos’ salary at the April 23rd meeting each said they had no issue with holding off on the review of the town manager’s salary until after Tuesday’s election. “If the board would rather put it off I have no problem putting it off,” said selectman …

Foxborough’s Board of Selectmen voted Tuesday to extend the deadline for the Kraft Group to provide a new indemnification agreement before the town issues licenses for this summer’s Taylor Swift, Bon Jovi and Kenny Chesney concerts and soccer season.
Foxborough Town Manager Kevin Paicos told selectmen Tuesday the town and Kraft Group are “getting very close” to an agreement on a new indemnification agreement for events at Gillette Stadium. “We are still negotiating but an agreement is very close,” Paicos said. “I’ve been told through counsels there’s a lot of good work going on. Everybody is very confident it is going to get pulled together. Foxborough Town Manager Kevin Paicos says approval of the proposed regional sewer district involving Foxborough, Mansfield and Norton would effectively end an ongoing dispute with the Kraft Group over funds for a sewer treatment plant never built.
As selectmen prepared to hear the finance plan for the proposed regional sewer agreement with Mansfield and Norton Tuesday, Foxborough Town Manager Kevin Paicos shared some “happy” news with the board. “There’s a very happy circumstance [that would result from Foxborough voters authorizing the intermunicipal agreement (IMA) to form a regional sewer district with Norton and Mansfield],” Paicos said. Foxborough’s Board of Selectmen, under the advisement of Town Counsel Richard Gelerman, voted to dissolve the town’s negotiating committee with the Kraft Group Tuesday because it was subject to Open Meeting Law.
Negotiations between the town of Foxborough and the Kraft Group regarding future development at Patriot Place have been delayed again following Tuesday’s vote by the Board of Selectmen to dissolve the town’s negotiating committee. Foxborough Town Counsel Richard Gelerman advised the board to dissolve the committee, which was appointed by selectmen in September, because it was subject to Open Meeting Law. “Upon direction of Attorney Gelerman, the board rescinded its vote that created the committee with the four people – Town Manager, two selectmen and Town Counsel – and a fifth person being special counsel due to potential Open Meeting Law issues,” said Board of Selectmen chair James DeVellis.
