Foxborough to Cancel March Special Town Meeting; Move Sewer Vote to May

Foxborough Town Manager Kevin Paicos told selectmen Tuesday that Norton and Mansfield won't be ready to move forward with the Intermunicipal Agreement (IMA) to form a Regional Sewer District until after their respective Annual Town Meetings.

Foxborough will have more time to prepare its pitch to voters to enter into an Intermunicipal Agreement (IMA) with Norton and Mansfield to form a Regional Sewer District, according to Foxborough Town Manager Kevin Paicos. "The towns of Mansfield and Norton have been working through their own planning issues [with the IMA], town finance plan issues and they let us know [Monday] night that they won’t be submitting their final plans to their voters until their Annual Town Meetings in the spring," Paicos said. "Therefore, the good news is we do not have to have this March 4 Special Town Meeting, which was predicated on the requirement by our partners to give them an answer by the end of February or in March." Who Should Run for Foxborough Town Office This Spring?

The first day to pull nomination papers is not until Jan. 22 but with 14 town positions on the ballot in May we wanted to get an early start and ask who would you like to see run?

Maybe it's a desire to see change in local government or perhaps a New Year's resolution to get more involved with a town committee. Whatever the reason may be, Foxborough residents interested in getting involved will have plenty of town office positions to choose from in advance of May's annual town election. According to Foxborough Town Clerk Robert E. Cutler, Jr. there will be 14 town office positions on May's town election ballot, including his own. The first day residents can pull nomination papers is Jan. 22. Dennis ... it has been stated that the KO who pays for all police and fire personell plus and added 10% on top of that to the town will NOT bring this event to town at the same rate as an NFL or concert charge. Foxborough's Board of Selectmen took a moment before Tuesday's meeting to reflect and pray for those affected by the Dec. 14 shooting at Sandy Hook Elementary School in Newtown, Conn. that took the lives of 26 people, including 20 children. "There is absolutely nothing I can say that I’m sure you haven’t thought of," said Foxborough Board of Selectmen chair James DeVellis regarding the school shooting in Connecticut. "I think the only appropriate thing I would like to do is have a moment of prayer and thoughts for the victims over at the Sandy Hook Elementary School in Connecticut." Paicos: Post Office Building 'Promising' Option for New Town Hall

Town officials recently toured Foxborough’s Post Office with visions of a Town Hall and were “encouraged” by what they saw, according to Town Manager Kevin Paicos.

Foxborough Town Manager Kevin Paicos informed the Board of Selectmen at Tuesday’s meeting the post office building on Wall Street looks to be a “very promising” option for a new Town Hall. “We had the walk through and it was very promising,” Paicos said, referring to a recent tour of the post office he and other town officials participated in. … “We had a very productive meeting and for the first time I think I saw a lot of people coming together around this Town Hall concept and that’s real promising so I’d like to keep that momentum moving.” In addition to Paicos, Building Commissioner Bill Casbarra, Foxborough resident Dick Heydecker, members of the Board of Selectmen, Building Committee and Advisory Committee participated in the Post …

Town Hall Project Put on Hold for Special Town Meeting; Post Office Site to be Considered

Foxborough town officials will recommend no action on the warrant article for the Town Hall project at December’s Special Town Meeting in order to spend more time analyzing funding and alternative options.

Town officials have decided to spend more time analyzing Foxborough’s Town Hall project and will recommend no action at the Dec. 11 Special Town Meeting, according to Town Manager Kevin Paicos. “I told [the Advisory Committee] I don’t have time to give sufficient attention to the Town Hall funding plan in the next three weeks,” said Paicos. “If it went to Town Meeting and [residents] appropriated the $500,000 to do the design, I cannot stand here with full confidence and tell [the town] I could come back in the spring and say how we are going to afford the bonds for the full project.” Paicos said the town’s Chief Financial Officer, Randy Scollins, was able to get a multi-year revenue forecast of the town completed that included the …

We definately need solid financials on this and a more detailed look at how to cut costs on this project. Rennovation, leasing, are reviews necessary to give us options. Increasing taxes, reducing surpluses that will make us forgo more necessary projects (this is NOT a necessary project) are not options.   more ›

Foxborough Selectmen Chair Talks Need for Sewer, New Town Hall with Town Meeting Looming

Foxborough Board of Selectmen chair James DeVellis recently sat down with Foxborough Patch to discuss the town’s need for sewer and a new Town Hall and his desire to bring a turf field to the community.

Foxborough Board of Selectmen chair James DeVellis has lived in Foxborough for 11 years and for as long as he can remember; sewer has been an issue in town. “I’ve spent a lot of time going to [Foxborough’s] Master Plan meetings and the underlining charge is sewer,” DeVellis said. “It has been that way for as long as I can remember. I think we are at the crossroads now. If we are going to get the sewer, it seems like the planning board, the selectmen, the zoning board and the town government are all aligned to get this done one way or the other.” DeVellis believes sewer is the single most important issue the town is currently facing because without it there is no future growth in downtown Foxborough. “I think that’s the biggest challenge,” …

Foxborough Town Planner Says Town Hall Needs to be Addressed, Should Stay in Downtown

Foxborough Town Planner Sharon Wason says the current Town Hall is in “real rough shape” and the condition of the building needs to be addressed.

Built 48 years ago, Foxborough’s Town Hall has seen better days, according to Town Planner Sharon Wason. “Whenever it rains, we get water in through the old garage,” Wason said, whose office is in the basement of Town Hall next to the old police dispatch center. “We get water that comes in through the windows. There’s mold … you can just smell the disgusting mold … there’s old jail cells. That’s what’s the matter with the [basement].” Go upstairs to the main floor and it doesn’t get much better. “Above the suspended ceiling on the second floor there’s no ceiling, it just goes up to the attic and there’s between an inch or so of dust that includes lead and gunpowder and all that horrible stuff,” Wason said. “Whatever is up above the ceiling…
