Around Town: Lakeview Pavilion Donates Over $3K to Boyden Library, Eagle Scout Court of Honor & More

Lakeview Pavilion Charitable Foundation Corporation has donated $3,875 to the Boyden Library gift fund for renewal of the following library passes: Kenneth and Patti Elovitz also donated $350 to the library’s gift fund for the renewal of the Providence Children’s Museum library pass – valid from Jan. 1, 2013 to Dec. 31, 2013. Selectmen approved both donations with gratitude at Tuesday’s meeting. Foxborough resident William Edward Long, Jr. will receive his Eagle Scout rank on Friday, June 7th at 8 p.m. The Court of Honor will be held at Bethany Congregational Church on Rockhill Street. Foxborough Selectman Implores Judiciary Committee to Approve Sex Offender Registry and Notification Act

Foxborough selectman James DeVellis testified Tuesday at the State House to offer his perspective - as the town’s elected official – of the merits for Massachusetts to enact the Adam Walsh Act (Sex Offender Registry and Notification Act).

Foxborough selectman James DeVellis was in Boston Tuesday testifying before the Judiciary Committee at the State House on behalf of the town and the victims of the William E. Sheehan sex abuse case to implore the state to enact the Adam Walsh Act (Sex Offender Registry and Notification Act). “I informed the Judiciary Committee of the Sheehan issue that we are dealing with [in Foxborough] and the three questions that I was asked by [the Sheehan] victims,” DeVellis said. Why are these people talking about the P.O.S.A.W.A. when they haven't even begun to get the rest of the Registries created yet? Could it be because the Sex Offender Registries actually have very little to do with public safety or preventing crimes? Mark Sullivan Named Chair of Foxborough’s Board of Selectmen

The board reorganized at Tuesday’s meeting following the April 30th Town Election.

As is customary following a town election, Foxborough’s Board of Selectmen reorganized Tuesday to welcome a new member into the fold and appoint a chairman, vice-chairman and clerk for the coming year. Recently reelected selectman James DeVellis, who served the past year as chairman of the board, said he had “no desire” to remain chairman for the coming year and “would appreciate it if someone would nominate someone” else to the position. “I enjoyed my time … well I didn’t enjoy it all the time … but I appreciate the year as chairman,” DeVellis said. Foxborough Town Manager Gets 2 Percent Raise

Foxborough Town Manager Kevin Paicos will make $151,286.40 in fiscal year 2014 after the town’s Board of Selectmen awarded him with a 2 percent increase Tuesday.

After two years of no salary increases, Foxborough Town Manager Kevin Paicos is getting a raise. The town’s Board of Selectmen voted unanimously Tuesday to give the third-year town manager a 2 percent increase, which will net Paicos a salary of $151,286.40 in fiscal year 2014 – effective July 1. Selectmen determined Paicos’ performance in FY13 met the board’s expectations and on Tuesday, decided that performance warranted a 2 percent increase in salary. Tuesday’s salary review was the third component in the review process of the town manager’s performance, as required by his contract. Former Foxborough selectman Lynda Walsh writes in to thank those in the community who supported her during her six years of service on the board.

Dear editor, I’ve been overwhelmed with phone calls, cards, and emails from folks thanking me for my past service.  I’d just like to publicly thank all who have supported me for the past six years as your selectman. I’ve truly enjoyed this experience and have learned so much.   I thank all the town employees and their department heads, as well as all the town committee members for answering my calls and questions, the town is fortunate to have each of you.  To my committee, Chris and Paula Mitchell, Deb Stewart, Paul Lanza, Mark and Sandy Emery, and Kris Long … thank you so much for everything.  We ran a good campaign, one to be proud of, each of you did what you could, and I will always remember our weekly campaign meetings. TOWN ELECTION: Foxborough Voters Elect Change to Board of Selectmen, School Committee

Challengers defeated incumbents in both the Board of Selectmen and School Committee races at Tuesday’s annual town election.

Editor's note: All town election results are currently unofficial. Foxborough Patch will publish the official results when they become available at the Town Clerk’s Office. Incumbents Lynda Walsh and Martha Slattery were the longest members of their respective boards (selectmen and school committee) heading into Tuesday’s election. By day’s end, neither was re-elected – much to the surprise of many, including their challengers. “Trying to unseat an incumbent is a real difficult task,” said selectman candidate John Gray, Jr., who defeated Walsh by 182 votes (1,796-1,614) Tuesday. “I’m just pleasantly surprised and grateful to all the folks who have helped me out.” For Walsh, the news was heartbreaking. DeVellis, Gray Win Foxborough Selectmen's Race

John Gray, Jr. defeats incumbent Lynda Walsh, 1,796-1,614 in Tuesday’s annual town election to join the Board of Selectmen along with re-elected member Jim DeVellis.

Editor's note: All town election results are unofficial Tuesday night. Foxborough Patch will publish the official results when they become available at the Town Clerk’s Office. The town of Foxborough opted for a new voice on the Board of Selectmen, choosing challenger John Gray Jr. over incumbent Lynda Walsh Tuesday by 182 votes (1,796-1,614). Current Board of Selectmen chair Jim DeVellis received the highest vote total of the three selectmen candidates with 2,287. For Walsh, the news was heartbreaking. "I'm disappointed," said Walsh as she left the Ahern Middle School gymnasium Tuesday with supporters. Approximately 2,600 residents made it out to the polls Tuesday for Foxborough’s town election. Foxborough Selectmen to Discuss Town Manager’s Salary, Future in May

Foxborough’s Board of Selectmen will continue its review of Town Manager Kevin Paicos with a discussion of his salary on Tuesday, May 7th.

Foxborough’s Board of Selectmen delayed its review of Town Manager Kevin Paicos’ salary until the May 7th meeting because all the members were not on the “same page” at least week’s meeting. “I didn’t expect - and wasn’t prepared - to discuss [Paicos’ salary at the April 23rd meeting],” said Selectmen vice chair Mark Sullivan. “But it’s up to the board if they want to continue the conversation I can jump in but I didn’t expect to see this.” While the other four members were prepared to discuss Paicos’ salary at the April 23rd meeting each said they had no issue with holding off on the review of the town manager’s salary until after Tuesday’s election. “If the board would rather put it off I have no problem putting it off,” said selectman …

The Foxborough Board of Selectmen recently approved appointment renewals for 32 town committees. The terms take effect on Wednesday, May 1. “The volunteerism we have in town is incredible,” said Foxborough Board of Selectmen chair James DeVellis. Committee appointment renewals are as follows: Selectmen accepted with gratitude Kenneth A. Bryant’s resignation from the Historical Commission. Bryant served as the acting chairman of the commission and informed members his resignation took effective April 11th. Here’s a resident’s guide to everything you need to know about the upcoming Foxborough town election on Tuesday, April 30th.

Last May, the casino issue brought record crowds to the polls in Foxborough as 6,196 voters participated in the annual town election. That was a massive improvement over the 2011 town election, which only drew 17 percent voter turnout. On Tuesday, with two contested races – Board of Selectmen and School Committee – in the annual town election and a special state primary for U.S. Senate, voter turnout is expected to fall somewhere above the 17 percent in 2011 and below the 58 percent in 2012. Foxborough Board of Selectmen approved Town Clerk Bob Cutler Jr.’s recommendation to combine the annual town election, originally scheduled for May 6th with the state’s special U.S. Senate primary on April 30th with a 3-0 vote on Feb. 26th.
