The annual review of Foxborough Town Manager Kevin Paicos got under way this week with the town official providing selectmen a self-assessment of his goals and objectives over the past year. Paicos submitted a five-page document detailing accomplishments he said were the result of a team effort approach at Town Hall. “It’s very important that everybody understands that I don’t do anything alone,” Paicos told selectmen Tuesday. “Everything that gets accomplished around here is a composite of a whole bunch of people’s work. It’s very hard for me to write a document that says here’s what I did.” Specifically, Paicos credited the work of the town’s department heads for the result of many of the listed accomplishments. “I will tell you that we …

Selectmen will review Jake n JOES’ application for alteration of premises for All Alcohol Restaurant License.
Foxborough’s Board of Selectmen continued Tuesday’s public hearing to review Jake n JOES’ application for alteration of premises for the establishment’s All Alcohol Restaurant License to Feb. 26. Foxborough Town Manager Kevin Paicos said Jake n JOES needed to file an application for alteration of premises with the town after Building Inspector Bill Casbarra discovered the establishment’s floor plan did not match the one submitted with the All Alcohol Restaurant License. “It was very different,” Paicos said of the floor plan. “The owners didn’t realize they needed to come in with a different plan so it’s just an unfortunate error because as many restaurants as they’ve owned, they’ve never opened a new place. It’s always been other …

Foxborough Town Manager Kevin Paicos says he expects most residents to stay off the roads during Friday's storm but believes there will be "some idiots."

Foxborough Town Manager Kevin Paicos told selectmen Tuesday that Norton and Mansfield won't be ready to move forward with the Intermunicipal Agreement (IMA) to form a Regional Sewer District until after their respective Annual Town Meetings.
Foxborough will have more time to prepare its pitch to voters to enter into an Intermunicipal Agreement (IMA) with Norton and Mansfield to form a Regional Sewer District, according to Foxborough Town Manager Kevin Paicos. "The towns of Mansfield and Norton have been working through their own planning issues [with the IMA], town finance plan issues and they let us know [Monday] night that they won’t be submitting their final plans to their voters until their Annual Town Meetings in the spring," Paicos said. "Therefore, the good news is we do not have to have this March 4 Special Town Meeting, which was predicated on the requirement by our partners to give them an answer by the end of February or in March." The news was well received by …

Foxborough Town Planner Sharon Wason says the current Town Hall is in “real rough shape” and the condition of the building needs to be addressed.
Built 48 years ago, Foxborough’s Town Hall has seen better days, according to Town Planner Sharon Wason. “Whenever it rains, we get water in through the old garage,” Wason said, whose office is in the basement of Town Hall next to the old police dispatch center. “We get water that comes in through the windows. There’s mold … you can just smell the disgusting mold … there’s old jail cells. That’s what’s the matter with the [basement].” Go upstairs to the main floor and it doesn’t get much better. “Above the suspended ceiling on the second floor there’s no ceiling, it just goes up to the attic and there’s between an inch or so of dust that includes lead and gunpowder and all that horrible stuff,” Wason said. “Whatever is up above the ceiling…

The Foxborough Board of Selectmen voted 3-2 Tuesday to keep Town Manager Kevin Paicos’ salary “status quo” at $148,320 for fiscal year 2013.
After nearly 38 minutes of discussion and debate Tuesday, The Foxborough Board of Selectmen voted 3-2 in favor of keeping Town Manager Kevin Paicos’ salary at $148,320 for fiscal year 2013. Members of the board engaged in what BOS chairman James DeVellis called an “uncomfortable” process in publicly discussing whether or not to increase Paicos’ salary for fiscal year 2013. Selectmen Clerk Lorraine Brue and Vice Chair Mark Sullivan voted against Sullivan’s motion “to keep town manager’s pay at status quo with no increase” because they each believed Paicos’ performance over the past year warranted an increase in salary. “I think last year was the most difficult year I have ever seen this town go through,” Sullivan said. “A natural disaster, …
