Foxborough to Cancel March Special Town Meeting; Move Sewer Vote to May

Foxborough Town Manager Kevin Paicos told selectmen Tuesday that Norton and Mansfield won't be ready to move forward with the Intermunicipal Agreement (IMA) to form a Regional Sewer District until after their respective Annual Town Meetings.

Foxborough will have more time to prepare its pitch to voters to enter into an Intermunicipal Agreement (IMA) with Norton and Mansfield to form a Regional Sewer District, according to Foxborough Town Manager Kevin Paicos. "The towns of Mansfield and Norton have been working through their own planning issues [with the IMA], town finance plan issues and they let us know [Monday] night that they won’t be submitting their final plans to their voters until their Annual Town Meetings in the spring," Paicos said. "Therefore, the good news is we do not have to have this March 4 Special Town Meeting, which was predicated on the requirement by our partners to give them an answer by the end of February or in March." Turf Field Supporters Thankful for Town Approval; Excited for Foxborough’s Youth

Foxborough's youth is getting a turf field after the project passed Special Town Meeting Tuesday, 260-129. On Wednesday, supporters James DeVellis and Debra Spinelli thanked the efforts of all those involved in the project.

An appreciative James DeVellis beamed with pride at Foxborough’s Special Town Meeting Tuesday following the town’s approval of the proposed turf field project. For DeVellis and other members of the Turf’s Up committee, Tuesday’s 260-129 vote in favor of building a turf field at Foxborough High School was the culmination of four years of hard work dedicated to a vision inspired by the town’s youth. “I was appreciative that the town shared the sentiment and passion that many have had working on this [proposal],” DeVellis said Wednesday. … “We do not take [Tuesday’s vote of approval] for granted and appreciate it that much more when the residents, businesses and community work together towards something.” DeVellis said he hopes this project …

AdCom’s Recommendations for Tuesday’s Special Town Meeting

Here’s an overview of the warrant articles on Foxborough's Special Town Meeting warrant and the article-by-article recommendations the Advisory Committee is expected to make Tuesday.

In advance of Tuesday’s Special Town Meeting at Foxborough High School, the town’s Advisory Committee has taken positions on each of the warrant’s 13 articles. Of the 13 articles on the warrant, AdCom will recommend approval on seven, no action on three and disapproval on three, including Article 6, the community turf field project. Turf's Up Provides Informational Brochure on Community Turf Field Project

Residents will decide whether or not the town be getting a turf field at Foxborough High School when they vote on Article 6 at the Dec. 11 Special Town Meeting. Turf's Up has submitted an informational brochure to answer questions about the project.

Foxborough residents attending the Dec. 11 Special Town Meeting at Foxborough High School will decide the fate of the proposed community turf field project (Article 6 on the warrant). Turf's Up, a community group behind the turf field project has spent the past four years putting together a proposal. To help answer several questions about the project, Turf's Up has created an informational brochure that includes reasons why you should vote "yes" on Article 6 on Dec. 11. A Closer Look at Proposed Funding for Foxborough’s Turf Field Project

Here’s a breakdown of how Phase I of the proposed community turf field will be funded if approved at the Dec. 11 Special Town Meeting.

When voters review the proposed community turf field project at the Dec. 11 Special Town Meeting they will be deciding whether or not to appropriate $125,000 from the town’s Overlay Surplus account and use the remaining $1 million from the high school renovation project to help fund the $1,619,000 of the project. "Basically, we are looking at $430,000 between donations, in-kind services and the NFL grant," said Foxborough Schools Business Manager Bill Yukna. "We are looking at $1 million that is the current balance of the high school renovation project, which the town has already funded and appropriated." Advisory Committee Will Not Recommend Turf Field Project at Town Meeting

Foxborough's Advisory Committee voted 9-3 against recommending Article 6 of December’s Special Town Meeting Warrant.

When the warrant article for the proposed turf field project is presented at Town Meeting on Dec. 11, it will not have the support of Foxborough’s Advisory Committee. Article 6, “Artificial Turf Field,” of the Special Town Meeting Warrant failed to meet the approval of the Advisory Committee after a nearly two-and-a-half hour discussion at Wednesday’s meeting. “We would all love to say yes to this project,” said Advisory Committee chair Larry Thomas. “I understand the importance of athletics. I voted for it without a horse in the race but at the same time understand peoples apprehension. A Closer Look at Foxborough's Special Town Meeting Warrant

Here's an overview of the 13 warrant articles voters are expected to review at Foxborough's Special Town Meeting on Dec. 11.

Voters at the Dec. 11 special town meeting will review, discuss and decide on 13 warrant articles ranging from police and fire contracts to a proposed turf field at the high school. The lone "big ticket" expected to be voted on at the December meeting is Article 6, the proposed turf field project presented by Turf's Up and sponsored by the School Committee. Voters will be asked to support two phases of the project and appropriate $125,000 from the town's overlay surplus account to fund Phase I of the project – construction of turf field, lights and fencing as well as construction of baseball and softball fields behind the high school. TELL US: How Will You Vote on Turf Field, Town Hall Projects at Town Meeting?

How would you spend Foxborough’s $1 million surplus from the high school’s renovation project?

Voters at Foxborough’s Town Meeting this fall are likely to be asked to approve funding of roughly $500,000 to help build a turf field complex for the community and OK a funding plan for construction of a new Town Hall. But where’s the money coming from? A $1 million surplus from Foxborough High School’s renovation project had been linked to partially funding either the new Town Hall or the turf field project, or both, but Foxborough’s Finance Director Randy Scollins told selectmen last week the surplus cannot be used on the turf field project because the funds can only be used for renovation projects.
