For the first time in almost 30 years, the winner of Tuesday’s 4th Congressional Election will not be Barney Frank but rather Democrat Joseph Kennedy III or Republican Sean Bielat. With Frank retiring at the end of his term in January, Kennedy or Bielat will be the district's next Congressman representing Foxborough.
