Around Town: Selectmen Transfer Christina’s Liquor License; Parking Bylaw Update, Block Party and More

Here's a brief summary of topics discussed at Tuesday's Foxborough Board of Selectmen meeting.

After more than a hour-long hearing Tuesday, the Board of Selectmen voted 3-1 in favor of transferring the all alcohol restaurant license from MJ Holding Corporation to D&N Corporation DBA on three conditions:

  1. All police detail bills paid up to date
  2. All town attorney fees as a result of public hearing paid for
  3. D&N Corporation be held liable for all function/event deposits Christina’s has and is presented with to date

Christina’s landlord Nicholas Panagopoulos, of D&N Corporation, agreed to those conditions and gave the town of Foxborough a check for $9,376.40 – the full amount owed in police details required for previous events at Christina's – at Tuesday’s meeting. DeVellis opposed the transfer while selectman Virginia Coppola was absent from Tuesday’s meeting.

Update on Town’s Stadium Parking Bylaw

With the New England Patriots beginning preseason play Thursday at , Foxborough Board of Selectmen chair James DeVellis updated the board on the town’s new parking bylaw, which passed Town Meeting this past May.

At that town meeting, Foxborough voters passed the stadium parking bylaw, 73-50. The bylaw is meant to prohibit stadium parking on non-business properties and violators may face a $100 fine during stadium events with a crowd of more than 15,000 in attendance.

“Although it is primarily focused around North Street and those neighborhoods it affects the whole town,” DeVellis said. “I was hoping to have that resolved and when I say resolved, there was a committee that was formed and has had several meetings to determine some type of enforcement policy with the police chief and the building inspector.”

DeVellis told the board the committee was unable to come up with an enforcement policy for Tuesday’s meeting because the Attorney General’s office “hasn’t finalized their review of the bylaw” and Foxborough Police Chief Edward O’Leary has not reviewed the suggestions made by the committee.

“I know we have a preseason game on Thursday night but hopefully we will have this resolved for our next meeting,” DeVellis told the board.

Selectmen Look to Finalize Fire Department’s Overtime Analysis at Next Meeting

DeVellis said the Board of Selectmen hope to have Foxborough Fire Chief Roger Hatfield and some of the town’s staff present at the next selectmen meeting to finalize the overtime analysis that was started a few months ago, which would then allow the town to begin the police overtime analysis.

Selectmen Adopt Town’s Housing Production Plan

The Board of Selectmen voted unanimously to adopt the town’s Housing Production plan after Town Planner Sharon Wason informed the selectmen the Planning Board reviewed the plan and adopted it unanimously at its July 26 meeting.

Action Items

The Board of Selectmen approved the following action items at Tuesday’s meeting:

  • Kevin Matthews of Alliance Rental Group, LLC’s application for a Class 2 Auto license at 3 Phelps Dr.
  • Keith Hodson of Foxborough Fire Local 2252’s request to hold Muscular Dystrophy Association Boot Drive on Saturday, Sept. 15 from 9 a.m. to 1 p.m.
  • Amy Higgins’ request to block off Connie Drive where it meets Carmine Avenue and Linda Street to hold a neighborhood block party on Saturday, Aug. 11 from 1 to 9 p.m. Per order of Foxborough Police Chief Edward O’Leary, there will be no drinking allowed on public way during the block party.

Tuesday’s meeting adjourned at 9:24 p.m.
