Photo of Alleged Upskirt Shooter From Foxboro Released, Banned From Lowell

A photo of the 58-year old man from Foxboro accused of taking an upskirt photo of an 11-year old girl has been released and published by the Lowell Sun.

Thomas Frederick Withers was charged charged with accosting/annoying a person of the opposite sex, posing/exhibiting a child in a sex act and disturbing the peace earlier this week.

It is alleged that Withers attempted to use his cell phone to take an upskirt photo of an 11-year old girl while at a festival in Lowell last weekend.

On Wednesday, Withers was released without bail on house arrest. In addition, he has been placed under house arrest, to wear a GPS device, and ordered to have no unsupervised contact with anyone under 16 or the victim.

Withers was also banned from Lowell and is not allowed to carry a cell phone with a camera.

Earlier this week, Withers was placed on leave at his job as a janitor at Norton High School.
