Foxborough Boards to Consider Housing Production Plan

In a joint session, the Foxborough Board of Selectmen and Planning Board will be meeting June 28.

 

The Foxborough Board of Selectmen and Planning Board will meet in joint session at the Foxborough Town Hall on Thursday, June 28, at 7 p.m. to consider a housing production plan for the town.

Metropolitan Area Planning Council (MAPC) staff Jennifer Raitt, Chief Housing Planner, and Jennifer Erickson, Regional Planner, have spent over seven months preparing a draft plan for the boards’ consideration. This work is funded by MassDOT’s South Coast Rail project that will restore passenger rail transportation from Boston’s South Station to the South Coast of Massachusetts.

A Housing Production Plan (HPP) is a community's proactive strategy for planning and developing affordable housing by creating a strategy to enable it to meet its affordable housing needs in a manner consistent with the Chapter 40B statute and regulations and producing housing units in accordance with the HPP.

Among the challenges in planning for Foxborough are the infrastructure and transit limitations.

A relatively new regulation (the HPP regulation became effective in early 2008), once the selectmen and planning board adopt a HPP for the community, it is forwarded to the State for its approval.

Once approved by the State, a decision by the Zoning Board of Appeals (ZBA) relative to a comprehensive permit application will be deemed "consistent with local needs" under MGL Chapter 40B, meaning the ZBA's decision will be upheld by the housing appeals committee.
